      Jaguars owner Shahid Khan is optimistic that Blackmon (suspension) will be back with the team for 2015, Ryan O'Halloran of the Florida Times-Union reports.

      Analysis: Blackkmon has been suspended indefinitely since the middle of the 2013 campaign, but he will likely apply for reinstatement this offseason. While the Jags are optimistic, the reinstatement is no sure thing, given that Blackmon was reportedly arrested for marijuana possession in July. Still, he'll likely be eligible to play at some point in 2015, assuming he doesn't fail a drug test or have any additional legal issues. While not exactly a burner, Blackmon is faster than he appears, with an impressive combination of strength, ball skills and running ability. He flashed that skill set in 2013, catching 29-of-48 targets for 415 yards and a touchdown in four games. Even with the Jags selecting both Allen Robinson and Marqise Lee in the second round of the 2014 draft, Blackmon could conceivably re-emerge as Jacksonville's go-to receiver. On a less encouraging note, Blake Bortles struggled badly as a rookie, and the Jags still have a weak offensive line. There are a ton of different factors at play here, but Blackmon's talent makes him intriguing in any dynasty format.

      Analysis: Washington was suspended for the entire 2014 season for a repeat violation of the NFL's substance abuse policy, and he'll likely be suspended again for a subsequent domestic-violence assault conviction. A mandatory six-game ban would seem to represent Washington's best-case scenario, but his history and the details of the incident could perhaps warrant a longer suspension. While he was one of the league's top defensive players not too long ago, Washington won't necessarily get back to that level, if he plays in 2015.

      Collie has signed with the CFL's British Columbia Lions, Tom James of the Terre Haute Tribune-Star reports.

      Analysis: Known largely for his track record of concussions, the 29-year-old Collie will look to continue his playing career in the CFL, after spending a season away from the game. He caught 54+ passes in three consecutive seasons with the Colts from 2009 to 2011.

      Dwyer has plead guilty to a misdemeanor disorderly conduct charge, Aaron Wilson of the Baltimore Sun reports.

      Analysis: Dwyer will be sentenced to 18 months of probation, as well as community service. The 25-year-old back was placed on the reserve/non-football injury list back in September amidst allegations of aggravated assault, but he'll effectively plea to a lesser charge. It sounds like Dwyer will avoid jail time, but his future in the NFL remains unclear.

      Foles claims his collarbone has fully healed, Jeff McLane of the Philadelphia Inquirer reports.

      Analysis: Foles added that he would have been able to play had the Eagles made the playoffs, suggesting he isn't greatly bothered by any lingering effects. The three-year veteran should effectively be ready to perform at the start of training camp, though he's set to be a free agent in 2016, and has been the subject of many offseason trade rumors. Until further notice, the 26-year-old is the Eagles' projected starter for 2015, and if he can hang on to the job, there's plenty of fantasy potential to be had in this fast-paced offense.
